Bro i just gave up and spawned it. Since advanced tools requaires 4 basic ones, i just searched for 8 advanced tools and crafted it as soon as i found the last one. I found like 13 of advanced one at before spawning it. Most of them i gived to technicians in hope getting stash coordinates but i gave up after 30 or even 40 stashes.
I had a similar experience with advanced toolkits in the regions south of Radar, when playing GAMMA. I had trouble finding advanced and basic tools, but after crafting the advanced toolkit, I made a trip from Rostok to Yantar and, on the way, checked out a few stashes and found like 6 toolkits.

As a reward for bringing tools, each technician will give the player 1000, 1200 and 1500 RU for each kit. Tools for basic, fine and calibration work respectively unlock tier 1, 2 and 3 upgrades. In an entirety of that time, I found 4 expert tools, 0 basic tools, 0 advanced tools.
